"Smart Interactions" (SI) is aimed at addressing local issues and global challenges on the basis of more effective cross/multi-sectoral cooperation with citizens participation and ICT. Basic idea for greater efficiency: removing barriers between sectors within defining and addressing local issues with the help of SI as a common multi-sectoral IT-environment of different actors and citizens simplifies cross-sectoral interactions and allows to solve issues for lower cost. This task needs in open system architecture based on the next 3 main freedoms: free access of people, authorities, nonprofits and business to define issues, to address with proposals (projects) and support interested projects in the common environment. How does it work? Local authorities (LAs) reboots their communities within new SI-architecture with local citizens and actors. Since September 2019 LAs of 7 regions: 1) trained a group of LAs (local authorities) staff in SI, 2) created virtual SI-space of their communities, 3) conducted local informational campaigns and trainings of selected target groups and stakeholders in SI, 4) upgraded LAs regulations to SI, 5) engaged local citizens and actors in community mapping with a special focus on issues of the poorest, most vulnerable and marginalized groups, 6) provided pitching of local initiatives (projects) to address defined issues with co-financing from local budgets and interested donor, 7) created local budgets 2020 on basis of SI and defined data.

Problem

The poorest, most vulnerable and marginalized groups had lack of effective mechanisms to highlight and to address their issues, while fragmentation is one of the main barrier to solve this problem as well as for communities development.

Solution

Upgrading local policies and practices based on innovative mechanisms for cross/multi-sectoral interactions, citizens engagement and original ICT allowed to highlight their problems within community issues and create solutions with financing from local budgets 2020 during pilot in 7 regions of Ukraine.

Mission and Vision

The most expected global key changes are known as SDGs. Our team hope that implementation of "Smart Interactions" will contribute to 16 (https://goo.gl/qf9CNR) from 17 of SDGs at local level, which is very important for success at national and global levels.

Competitive Advantage

SI is an open system, and its original architect allows to support iterations (operations) in a much larger range of processes (within all three sectors, cross/multi sectoral interactions, between people, between people and institutions) than usually covered by e-Governance / e-Democracy. SI architecture helps to unlock opportunities for better collaboration, co-creation and co-financing on the basis of more effective cross/multi-sectoral interactions. Integrated in daily work of stakeholders and life of people SI provides better transparency, avoiding duplication, more effective use of limited resources, generate more trust and unlock new opportunities to address local issues and global challenges, which has not been feasible before. Planned Goals and Milestones

After successful 7 regional SI-conferences with representatives of 3 sectors and researches we met with their interest and will of regional councils and state administrations to develop pilot at regional level to design SI-mechanisms for regional budgeting, inter-communities issues etc. Regional SI-piloting is our next milestone for 2020.
