The OGCLab is a green networking platform where global ideas, technologies, products and funds are connected sustainably to advance urban sustainable development, focusing on Goals 4, 8, 13 and 17 of the UN’s 17 Sustainable Development Goals.

Open Green City Labs operate sustainably with a low carbon footprint. They use recycled materials and office supplies and energy efficient electrical, heating, air conditioning, and communications systems. They use a low carbon audio-visual communications platform for local and international dialogue and exchanges among diverse stakeholders. The Labs integrate the Internet, audio visual conference equipment, China’s training and education software and mobile high-definition LED screens to enable unlimited numbers of trainees or observers to participate. Our programs can be accessed through any PC or smart phones anywhere at any time as long as they have access to the Internet. This system can connect enlightened urban leaders, stakeholders, practitioners, and teachers, and learners all over the world in order to promote awareness, and professional knowledge.

Stage 4: Transition to Scale

Being implemented. A roundtable on climate change, green finance and urban technological innovation in Jan. 2019 was attended by IPCC Vice-Chair Dr. Youba Sokona and other notable experts both in person and online, with an online audience of 15,600.

Problem

Fossil fuels and unsustainable development practices have undermined the our ecosystems. President Xi Jinping has committed to becoming a global statesman in the implementation of the UN SDGs and to demonstrate China’s ability to do so in the Shenzhen demonstration zone – the principal focus of OGCLab. We are reaching out to concerned stakeholders, organizing scientific and technological forums, promoting policy dialogue, and sharing best practices using our low carbon and efficient networks.

Solution

In February 2018, the State Council of China approved the request of the Guangdong Provincial Government and the Ministry of Science and Technology to build a national innovation demonstration zone in Shenzhen for the 2030 Agenda for Sustainable Development. The Shenzhen-based OGCLab aims to implement the agenda, especially Goals 4, 8, 13 and 17 of the 17 SDGs. We will bring together global city stakeholders such as decision makers, NGOs, scientists, business leaders and financial experts.

Target Beneficiaries

Urban stakeholders, including national, provincial, and local governments, enterprises, communities, educational institutions and service providers, and NGOs are all beneficiaries. The biggest beneficiaries are the citizens.

Mission and Vision

Mission: To strongly advocate for and support the effective implementation of the UN’s 17 Sustainable Development Goals in Shenzhen and other large Chinese cities. Vision: To effectively mobilize and engage stakeholders in the quest for sustainable urban development and ecological harmony. Objectives: To promote the exchange of scientific, technological, economic, financial, social, and political innovations and know-how in the pursuit and implementation of the 17 Sustainable Development goals.

Competitive Advantage

We have a close network of cooperation with inter-governmental organizations and NGOs worldwide. The OGCLab’s decision-making body, the Strategic Development Partnership Committee, consists of the United Cities and Local Governments (UCLG), the World Business Council for Sustainable Development (WBCSD), the Cityscape Global, the World Urban Campaign (WUC), ICLEI - Local Governments for Sustainability, the International Downtown Association (IDA), the Citynet, and the Global Mayors’ Forum (GMF). We will establish a cooperative relationship with Peking University HSBC Business School to promote the OGCLab model in the Guangdong-Hong Kong-Macao Greater Bay Area. The office supplies at the OGCLab are all environmentally-friendly. The OGCLab uses green technology for a global networking conference system to reduce the carbon footprints of conferences and to serve local governments, businesses, financial institutions, communities and NGOs in a more environment-friendly way.

Planned Goals and Milestones

1) To advocate environmentally-friendly office supplies and building materials among local governments, large enterprises and public sectors. 2) To promote green finance and boost green industries. 3) To create a sustainable university, using the Internet and the most advanced remote education software to achieve Goals 4, 8, 13 and 17 of the 17 SDGs. It will subvert traditional teaching and realize lifelong education at the lowest cost, with one teacher giving lessons to 1 million students.

The Team Behind the Innovation

Dr. Rajendra Kumar Pachauri, chairman of the OGCLab Board. He is also chairman of the World Sustainable Development Forum, and was former chair of the IPCC. During his tenure, the IPCC shared the Nobel Peace Prize with former U.S. Vice President Al Gore. Jin Lan, secretary general of the OGCLab. She is the founder and executive director of the International Mayors Communication Centre, an NGO in special consultative status with ECOSOC. She is a senior expert on local government public relations.
