Integrity Idol is a year long campaign. It begins with promotion and calls for nominations. After the deadline of nominations in April, we start the screening process in May and select the top five individuals, with the help of a professional jury. We then interview and film the individuals, highlight their work through social media, and engage and encourage the public to vote for their candidate of choice through SMS and the media. The whole process finishes with a ceremony, which is broadcast on national TV where the winner is announced. The campaign is not only limited to celebrating honest government officials, but also incorporates the following programs: -i) Integrity Fellowship: a month long fellowship where fellows are given opportunities to work with and learn from exceptional and exemplary government officials highlighted nationwide for their high integrity and accountability in both their personal and professional life; ii) Integrity Summits - A platform to engage people from different sectors in the dialogues of integrity in various parts of the country; iii) Integrity School - The school brings young and passionate government officials to build accountability ecosystem in Nepal. The campaign, although started with scepticism, has grown enormously over the years with significant impact. For instance, the campaign received 303 nominations from 33 districts in the 2014, and has grown to receiving 1,062 votes from 72 districts in 2018.

Stage 5: Scaling

Integrity Idol began in Nepal and has spread to Liberia, Mali, Mexico, Pakistan, Nigeria, Sri Lanka, and South Africa. Millions of people across these countries are engaged in the campaign, highlighting the Idol winners who are national heroes.

Problem

Integrity Idol was created to address corruption issues and most importantly to positively contribute to encouraging citizens to take action and help highlight the good work civil servants do across Nepal. By endorsing their work through our campaign, we support citizens to build a movement that helps them question their own role in the system and encourage greater accountability. Integrity Idol is particularly innovative in that we “name and fame” bureaucrats.

Solution

Integrity activities such as Integrity Summit, Integrity School, Integrity Fellowship and Lecture Series are held to mobilize and support the network of Nepali youth and honest public servants, exchanging lessons learned and inspiring them into action as more active citizens and honest civil servants. Subsequently and overtime we will continue to build a network of Integrity Idols across Nepal, to help them connect with each other, share lessons and develop collaborative ideas.

Target Beneficiaries

Senior government officials, non-governmental Nepali citizens, governmental officials, youth, academia, private sector, and media. Our campaign will engage all sectors through volunteerism, inviting various individuals as keynote speakers and participants for events, and also expanding the fellowship program beyond the engagement of Idols only. Nominations and voting are encouraged through social media posts, leveraging radio PSAs, advertisements, and TV Programs.

Mission and Vision

The long-term goal of this initiative is to bring about changes in the behavior of civil servants, reduce corruption, and build integrity. Our work in Nepal has shown that by publicly recognizing honest civil servants, we can not only gain community trust but also build political support to scale up well-functioning programs, with the buy-in of ministry-level officials. The campaign hopes to inspire and engage young generations to have real time interactions with government officials.

Competitive Advantage

Previous efforts made around accountability by the government and civil society in Nepal were focused on reducing the symptoms of corruption after it had occurred through legal interventions or highlighting negative behaviors. This focuses on the problem rather than the solution and does not shift norms to encourage positive behavior. Accountability Lab, after working around this challenge, started the Integrity Idol Campaign in Nepal in 2014.The campaign has been generating debate around the idea of integrity and building a network of honest government officials who can push for positive change and inspire a new generation to be more effective public servants. Even organizations like Transparency International, who have been pioneers in working on anti-corruption, has recognized the campaign’s success, and Transparency International Sri Lanka started the Integrity Idol campaign in 2018.

Planned Goals and Milestones

The Integrity Idol Campaign will continue the activities that have been tested in the past and proven to show positive results. Through the five season of our campaign, we have accumulated an impactful and dense network which can support and encourage young government officials (future leaders) to practice integrity in their work stations. Through our Integrity School Program, we are establishing a strong network of youth that will serve as our next generation of honest government officials.

The Team Behind the Innovation

We are a young, dynamic, and diverse team with a healthy mix of females and males. We also have volunteers working with us from all over the globe bringing in diverse perspectives. The executive team is comprised of social entrepreneurs with experience pushing forward positive social change movements, involved in various sectors to include: youth development, good governance, and accountability issues. The team also has a diverse skill set including financial and communication expertise.
