Problem

Majority of government welfare schemes are targeted at those living below the poverty line. But citizens are hardly aware of these schemes especially in India's hinterlands. The information is often inaccurate and confusing which keeps them away from applying for such schemes. Our technology aims to do away with such discrepancies. Our model is such that we have a two-pronged approach. To make these schemes accessible to citizens we train rural entrepreneurs who use our technology.

Solution

We are plugging the information gap about entitlements, using technology and helping citizens apply for them. Our Haqdarshaks—village level entrepreneurs—use our mobile app to go door to door in rural areas, which ensures a last-mile connectivity. We intend to reach the most interior parts, which are not yet connected by technology with our app which works offline too. Our Haqdarshaks help citizens apply for schemes using the information on the app.

Target Beneficiaries

There are 200 million Indians living below the poverty line. We aim to reach all of them. Beyond this, we have also launched a public platform for those with an access to the internet. These users can screen themselves and know what schemes are eligible for them. They can further ask for support in applying for schemes.

Innovation Description

Haqdarshak is an artificial-intelligence powered mobile app and web platform. The platform is used to screen citizens i.e to collect information and key it in. Once screened, the app shows government and private welfare schemes the citizen is eligible for. This eligibility is determined by our rule-mapping system which is updated at by a team of researchers. Eligible schemes are displayed in the local language and in an easy, lucid manner. This is primarily because we want to plug the information gap between citizens and their entitlements, which in this case are welfare schemes. Since internet connectivity and the use of smartphones is still not heavily penetrated in rural India, we train community-level field workers—who we call as Haqdarshaks—to use our app. These field workers, go door to door and screen citizens, explain the eligible schemes and help in the application process, charging a small fee.

Competitive Advantage

Currently there is no service in India that maps individual schemes to citizens according to eligibility, provided at the doorstep. While there are generic websites, and kiosks run by the government and certain NGOs, these have an overall information about select schemes. Additionally the documents required for application and the application process itself is explained vaguely. Our technology and eligibility mapping sets us apart from these existing services.

Planned Goals and Milestones

We have launched a beta version of our public portal which will let users with an internet connection self-screen and see which schemes they are eligible to apply for. They can then request support from the nearby Haqdarshaks for help in application. The portal is also a repository of scheme information, where schemes are explained via easy to understand videos.
