European Instrument for Democracy and Human Rights (EIDHR) Country Based Support Scheme (CBSS) Calls for Proposals for Tajikistan

The global objective of this call for proposals is: to contribute to the development and consolidation of democracy and the rule of law and respect for all human rights and fundamental freedoms within the framework of the Community’s policy on development cooperation and economic, financial and technical cooperation with Tajikistan, consistent with the European Union’s foreign policy as a whole. The specific objective(s) of this call for proposals is/are: to support civil society and human rights defenders in Tajikistan working on human rights and democracy issues. The current call for proposals intends to contribute to the realisation of the UN Sustainable Development Goals (SDGs) of the 2030 Agenda, particularly to SDG 16 by promoting peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions, and to SDG 5 – achieve gender equality and empower all women and girls.

In order to contribute to the objectives above the applicant must address at least one of the three priorities:

1. Human Rights Defenders
support, protection and defence of human rights defenders;
actions against torture and other cruel, inhumane or degrading treatment or punishment;

2. Promotion of Human Rights:
support and strengthening of national and international framework for the protection of human rights; concerted civil society monitoring of national and international commitments;
support and strengthening of the National Human Rights Institution;
promotion of the freedom of religion and belief;
access to justice and the rule of law;
support to gender equality (women’s rights, women in decision-making, right to participate in peace-building and reconstruction processes, fight against gender-based violence, etc.);
protection of the social, economic and cultural rights, especially for groups particularly vulnerable to discrimination, such as women, children, migrants and the rights of persons belonging to ethnic minorities.

3. Promotion of the development of a democratic political culture:
promotion of freedom of association;
promotion of freedom of expression, namely support of independent media (both online/offline) and strengthening the role of media in the promotion of human rights.

Actions proposed for this Call have to be designed and implemented according to the rights-based approach methodology, as outlined in the 2014 Tool-box "a Rights-Based Approach, encompassing all human rights, for EU development cooperation" and the respective Council Conclusions. Actions shall also contribute to the implementation of the EU Gender Action Plan II and include disaggregated data by sex as well as gender sensitive indicators to the extent possible.

Planned Usage of Funds

Applicants may propose financial support to third parties.

Applicants may propose financial support to third parties in order to help achieving the objectives of the action.

The maximum amount of financial support per third party is EUR 20 000.

Under this call, financial support to third parties is not considered essential to achieve the objective of the action.

Specific conditions apply to this call for proposals:
  • Financial support can only be proposed to NGOs, natural persons, initiative groups or communities.

  • These third parties must be established in Tajikistan.

Financial Statements

For action grants exceeding EUR 750 000 and for operating grants above EUR 100 000, the lead applicant must provide an audit report produced by an approved external auditor where it is available, and always in cases where a statutory audit is required by EU or national law. That report shall certify the accounts for up to the last 3 financial years available. In all other cases, the applicant shall provide a self-declaration signed by its authorised representative certifying the validity of its accounts for up to the last 3 financial years available.


The external audit report is not required from (if any) the co-applicant(s)) or affiliated entities.


Reporting RequirementsFor the purpose of the evaluation of the financial capacity, lead applicants must ensure that the relevant information and documents (i.e. accounts of the latest financial year and external audit report, where applicable) in their PADOR profile are up to date. If the information and documents in PADOR are outdated and do not allow for a proper evaluation of the financial capacity, the application may be rejected.
