The global objective of this call for proposals is:
To contribute to the achievement of the national development goals for Education and Life skills,Water Sanitation and Hygiene, Management of Natural Resources.

The specific objective of this call for proposals are:
To improve the participation of CSOs in the implementation and/or monitoring and/or design of relevant public policies and programmes in the education, life skills sector.
To improve the participation of CSOs in the implementation and/or monitoring and/or design ofrelevant public policies and programmes in the Water/Sanitation/Hygiene sector.
To improve the participation of CSOs in the implementation and/or monitoring and/or design ofrelevant public policies and programmes in natural resource management.

In order to be eligible for a grant, the lead applicant must:
be a legal person and
be non-profit-making and
be a specific type of organisation such as: CSO10, local authority, international (intergovernmental) organisation as defined by Article 43 of the rules of application of the EU Financial Regulation and
be established in12 either; i) Namibia or; ii) a Member State of the European Union or; iii) a
Member States and contracting party to the Agreement on the European Economic Area or;
iv) an IPA II beneficiary country or; v) a developing country or territory, which is not membersof the G20 group13 or; vi) in an Overseas Country and Territory (OCTs) covered by CouncilDecision 2013/755/EU of 25 November 2013. A full list of which countries are in each of thecategories can be found here in Annex A2a of th PRAG14 andbe directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary.
For British applicants: Please be aware that eligibility criteria must be complied with for theentire duration of the grant. Unless sector-specific eligibility rules provide otherwise15, if theUnited Kingdom withdraws from the EU during the grant period without concluding anagreement with the EU ensuring in particular that British applicants continue to be eligible, youwill cease to receive EU funding (while continuing, where possible to participate) or will berequired to leave the project on the basis of Article 12.2(e) (change of the legal situation of thebeneficiary) of the General Conditions of the grant agreement.
This obligation does not apply to international organisations.
