DRL EAP Religious Freedom Solicitation 1

The goal for religious freedom in the EAP region is to promote diverse, multi-ethnic and multi-religious, and inclusive societies that respect the rights of all people. Proposals should address specific approaches that transform the constrained environment for religious freedom, which fuels intercommunal distrust, hostility, and violence. Proposals should note how they will complement existing efforts in-country by the wider NGO community. Projects should also address needs in underserved regions and communities.

DRL welcomes applications from U.S.-based and foreign-based non-profit organizations/nongovernment organizations (NGO) and public international organizations; private, public, or state institutions of higher education; and for-profit organizations or businesses.DRL’s preference is to work with non-profit entities; however, there may be some occasions when a for-profit entity is best suited. Applications submitted by for-profit entities may be subject to additional review following the panel selection process. Additionally, the Department of State prohibits profit to for-profit or commercial organizations under its assistance awards. Profit is defined as any amount in excess of allowable direct and indirect costs. The allowability of costs incurred by commercial organizations is determined in accordance with the provisions of the Federal Acquisition Regulation (FAR), Cost Accounting Standards Administration, and Contract Cost Principles and Procedures.

Financial Statements
Providing cost sharing, matching, or cost participation is not an eligibility factor requirement for this NOFOand providing cost share will not result in a more favorable competitive ranking.
Applications should include your organization’s most recent audit, if applicable.
Impact Evaluation/M&E Plan
A proposal should include both a monitoring and evaluation (M&E) Narrative and an M&E Plan.
When developing M&E components, applicants should focus on utility—whether the data
collected and the analysis undertaken will be useful for project management and decisionmaking.
Reporting Requirements
The Office of the Director of Foreign Assistance equires all DRL grantees to report on standard indicators, within the Democracy, Human Rights and Governance Category. Therefore, applicants should review the DRG Framework Indicators and include at least one relevant standard indicator in the proposal M&E plan.
