​Request for a contractor to assess Konbit Trainings’ Effectiveness

Konbit Overview
The goal of Konbit is to increase the number of Haitian development partners who are accountable to their constituents, and who can effectively compete for and manage resources to achieve significant and sustainable development results in Haiti.
Konbit Objectives

  • Establish and coordinate comprehensive capacity development services – to build institutional competence for Haitian civil society organizations so they can take on increasingly complex development challenges.
  • Launch a Development Innovation Network – to encourage collaboration and sharing of best practices, innovations, and industry standards in both capacity development and technical areas among Haitian and international practitioners.
  • Develop and implement monitoring, evaluation and learning activities and employ an interactive platform for sharing of key lessons learned
  • Small Grants Program set up and running to support the delivery of capacity development activities and the implementation of innovative initiatives. 

To achieve these results, Konbit is implementing a range of strategic interventions, which include:

  • Building the competencies of local capacity development service providers and develop the competencies of institutions;
  • Mobilizing networking events to foster collaboration and sharing of good practices, innovations and industry standards in the capacity development and technical sectors.
  • Measuring the project’s progress and results, use its monitoring and evaluation process and results to create learning opportunities for program participants, and use its interactive platform to share lessons learned.
  • Providing grants to support the capacity building of local partner beneficiary organizations and pilot innovation projects developed within the framework of the Development Innovation Network.

Information needs
For the past two and half years, Konbit helped several organizations in their readiness efforts to implement USAID funding. Konbit contractors developed several modules and facilitated trainings that covered key capacity areas. To date, Konbit has trained 63 organizations on the following topics:

  1. Procurement Best Practices
  2. Proposal Development and Writing
  3. Budget Development
  4. USAID Rules and Regulations for acquisition and assistance
  5. Financial Management
  6. Indirect Cost Calculation

These trainings targeted two types of partner organizations:
Awardees:  existing USAID grant recipients and organizations identified by USAID that need assistance.
Management Track CDSPs (Capacity Development Service Providers): local service providers that have a minimum level of project management experience with aspirations to purse increased project implementation functions versus maintaining a purely service provision role. These organizations receive robust capacity development services from Konbit and can potentially implement USAID programs directly. 
Duties and Responsibilities
Konbit seeks a consultant or firm to conduct an evidence based effectiveness assessment of trainings provided so far.
The main objective of this assessment is to document results and provide practical information on organizational changes resulting from Konbit trainings. The specific objectives of the assignment are to:

  • Assess the satisfaction of training participants
  • Assess the extent to which the trainees have enhanced knowledge or improved skills or attitudes.
  • Assess whether the trainings triggered changes in the organizations’ systems;
  • Assess whether newly acquired knowledge, skills or attitudes are being consistently applied and also identify any related difficulties or challenges that have hampered the organizations’ ability to integrate newly acquired knowledge and skills;
  • Assess the organizational results derived from the training– in other words, has there been increased productivity, improved quality, decreased costs, etc.
  • Provide recommendations for improvements in course content and assess requirements for follow-ups refreshers;
  • Assist Konbit in developing a capacity development plan based on the findings of independent assessment.

Particularly, for each training facilitated, Konbit would like to know:

  1. What skills did the learner develop?
  2. .How are these skills being applied at the organization level? What results occurred?
  3. What mechanism is in place to transfer the knowledge gathered to key staff or to mitigate risk of losing newly acquired capacity
  4. What factors foster organizational changes?
  5. What factors prevent organizational changes to occur?
  6. How can Konbit facilitate organizational changes result from the trainings?
  7. How can Konbit help sustain those changes?

 The information to be gathered will lay the foundation to document organizational changes targeted by Konbit. Konbit expects the contractor to inquire for information through a semi-structured interview along with a detailed interview guide. This guide shall be tailored according to the training topics.
The assignment will focus on the following areas and activities:

  • Evidence based effectiveness assessment design in coordination with concerned parties incorporating qualitative and quantitative components of the assessment;
  • Training documents and other sources of information review;
  • Planning, designing, and coordination of the data collection process:
    • Identification of the major stakeholders who are associated with the training program to be interviewed, such as the direct participants of the program, implementing partners.
    • Selection of a representative sample of participants to be interviewed on the basis of agreed criteria.
    • Agreement on the type of information to be collected;
    • Preparation of qualitative checklists and other tools for data collection;
    • Documentation of learning/experiences during the data collection exercise
  • Analysis of data in consultation with Konbit M&E Lead in relation to updated CD strategy based on assessment findings;
  • Preparation of draft report and presentation of the findings;
  • Finalize impact assessment report incorporating feedback from relevant stakeholders;
